Regional Relief and Recovery Fund

The Government of Canada has introduced a number of measures to support businesses, organizations, workers and families through the COVID-19 global challenge, as part of Canada’s COVID-19 Economic Response Plan.

As part of that plan, regional development agencies across the country have been supporting businesses impacted by COVID-19 through the Regional Relief and Recovery Fund (RRRF). The Fund is being delivered in southern Ontario by the Federal Economic Development Agency for Southern Ontario (FedDev Ontario).

On October 2, the Honourable Mélanie Joly, Minister of Economic Development and Official Languages, announced an additional $600 million in RRRF funding, with $184 million in relief funding to be delivered in southern Ontario by FedDev Ontario. Southern Ontario Community Futures Development Corporations (CFDCs) continue to deliver targeted support to rural businesses, with $30 million of this additional funding.

  • FedDev Ontario has also extended and expanded program parameters, which will enable more businesses and organizations to be supported.

Key changes to RRRF liquidity support:

  • RRRF funding may support operating costs incurred during the first year of the pandemic, up to a maximum of $1 million.
  • Not-for-profit organizations that provide support services to businesses are now eligible to apply for the RRRF.

What program features have not changed?

  • Financial assistance is interest-free.
  • Support under $100,000 will be advanced in a single payment directly to organizations.
  • Financial assistance covers up to 100 percent of eligible costs.

The RRRF helps organizations that are unable to access other federal COVID-19 relief measures, or that need additional financial assistance.

Application Details

If you are a new applicant or an RRRF recipient in need of additional support, apply through the streamlined application. If you are awaiting a decision on your RRRF application, your application will be considered under the expanded parameters and does not need to be resubmitted.

FedDev Ontario is accepting applications on an ongoing basis and will review on a first-come first served basis until funding is fully committed.
