Thundering Waters Secondary Plan – Riverfront Community

G.R. Can, a group of Chinese investors purchased over 450 acres of land near the Thundering Waters Golf Course. The Riverfront Community Phase 1 Project will feature 1,117 dwelling units, including 238 for seniors, and 500 hotel units, while creating 1,800 to 2,800 jobs. The project is the single largest Chinese investment in Canadian history. The Thundering Waters Secondary Plan mentions the creation of a dynamic community that provides a range of housing choices, including those for the expanding empty nester market. The plan is “green” and energy efficient, sustainable, respects the natural environment and protects wetlands. It encourages a healthy, active lifestyle “by embracing the outdoors, taking advantage of water on two sides and the golf course next door, and providing new recreational and leisure opportunities.” The plan also mentions a “community core focused on lively pedestrian streets that provide local residents and international tourists with a multicultural setting that includes, world famous restaurants catering to international cuisines, entertainment complexes, boutique shops, health care and wellness services and facilities.” It will provide “recreational, community and commercial facilities that serve the needs of the area and also act as a tourism draw.”

The City of Niagara Falls along with G.R. Can’s groups of consultants are currently working on Phase 1 of the project that includes a variety of studies listed below as well as a draft master plan.
